If stakeholders apply strategic behaviour within the network to take advantage of the collaboration to reach other goals, then cooperation is negatively affected, because they are not honest and transparent about their priorities. If policy makers support MLCC, midwifery autonomy and their scope of practice, then they will expand the capabilities and responsibilities of midwives, leading to increased work satisfaction due to midwives’ ability to provide a full spectrum of care. If there is a shortage of maternity care providers, then this will lead to stress, less work satisfaction, increased burn-out and a high turnover of skilled professionals, because the same work has to be done by fewer personnel. 6
